Every Functional Skills Maths exam used to allow calculators from start to finish. No limits. No sections. Everything was accessible through a device. According to the Department for Education’s Functional Skills Maths Specification (2019), this structure was introduced to ensure learners demonstrate a balance of calculator and non-calculator skills.
Then came the reform. In September 2019, a non-calculator section was introduced. It now makes up 25% of the assessment. That’s Section A. Section B still allows calculators and counts for the remaining 75%.
No extra time. No resits for just one section. The entire test runs together, and learners must switch mindsets halfway through.
This new format applies to both Functional Skills Level 1 and Functional Skills Maths Level 2 exams. Whether a learner is entering a trade, applying to college, or upskilling for work, they face this same structure.
Suddenly, the test became not just about getting answers, but showing skill. That’s a big shift.
